大西恒樹の行動ログ（Action Log）

　18日の原口議員との対談の後、イギリスのロンドン・スクール・オブ・エコノミクスに留学している知人からとても貴重な情報をいただいた。彼は私がお金の発行の仕組みから変えないといけないとずっと言っていることを知っていて、正にそれを実行したらどうなるかという論文を書いている人がいる、と教えてくれたのだ。

After the live talk with Mr.Haraguchi on Ustream, one of my friend in the London School of Economics gave me this information. He knew that I’ve been telling that we should completely change the way of issuing money and told me about this report simulating exactly what I’ve been telling.

　それは同志社大学の山口薫教授の論文で、英語で書かれた論文は以下にある。また、氏が昨年に京都新聞に寄稿した時の記事もあるので以下にリンクする。この論文はアメリカの下院議員デニス・クーシニッチ氏が提出したAmerican Monetary “NEED” Actという法案の妥当性を検証したもので、法案の骨子は以下の三点。私も正に同じ結論に辿り着いていて、それをすでに法案化した議員がアメリカにいること、そしてそれを検証した教授が日本にいることに驚くと共に非常に心強い気持ちになった。

It is a report written by professor Yamaguchi of Doshisha University and the English written report is at the link below. 　実は先週の10日（火）に原口事務所で代議士に石巻の住宅の話や、政府予算の話などをしていたところ、突然、「この話、対談でやろう」と代議士が言われて、この日、急遽Ustreamで対談することになった。事前に秘書の田丸さんと、対談の内容について打ち合わせたところ、「是非お金の話をして欲しい」とのことだったので、私もそこに焦点を当てることにした。

It was last Tuesday when I was talking to Mr.Haraguchi, the member of the house, about apartments in Ishinomaki, government budget and so son, then all of a sudden he said “Let’s do this live on Ustream”. 連休半ばの8日にまず石巻日帰り。出口先生にご紹介いただいたディベロッパーの青木さんと現地視察。その後、連休明けに色々片付けて、13日に仙台経由、南三陸へ。農水省の官僚の方をお連れして、南三陸町役場へ行った。例の耕作放棄地の補助金の件で、役場の職員の方が不明な点を、直接担当者に説明していただくのが一番速いと思ったからだ。農水省の方も現場を重んじる方で、快く引き受けて下さったのでこれが実現した。実際にやってみると、非常に有意義だったが、同時に様々な問題が露呈した。つまり、制度に対する誤解や疑問がその場で解けたのは非常に良かったが、逆にそれがあったというところに問題があるのだ。

During the long weekend, I had a one day round trip to Ishinomaki on 8th. I met Mr.Aoki, a real estate developer who Mr.Deguchi introduced to me, to see the situation there. After I came back, took care of everything I had to, then went to Sendan and Minamisanriku on 13th. I took one of the MAFF (Ministry of Agriculture, Forestry and Fishery) official to Minamisanriku city office. That way, the city official can sort things out much quicker, I mean whatever the question he might have, you know. This MAFF official was a great guy, who understand the importance of being on the field, so he willingly accepted the offer. 　2日にいきなり地震がありましたが、何とか無事に年も明け、今年は年男。この龍は果たして飛べるのか？さて、年明けは4日からボチボチと始動。5日に祐ホームクリニックの武藤先生とお会いして少しお話をさせていただいた。武藤先生は原口議員の主治医でもある方で、石巻の医療の現状に危機感を募らせ、去年の9月から石巻に在宅医療のクリニックを開設された。その縁でチーム王冠を紹介したり、住民集会の場所を貸していただいたり、色々とお世話になっていたのだが、お互い忙しくてあまりゆっくり話をする時間がなかった。今回、初めて1時間ぐらいお話ができてとても良かった。（東京で）

Despite the earchquake on 2nd, we survived through the year end, and now the year 2012, this is my year, the year of dragon. Does this dragon fly? Anyway, I got sober on 4th. On 5th, I met Dr.Mutoh of Yu Home Clinic. He is Mr.Harguchi’s doctor and started a clinic in Ishinomaki in last September to cover the shortage of hospitals. I introduced the volunteer team to him and he let me use clinic’s community center for the meeting with locals, so we’ve talked, but not really sat down and talked. 　前回、クリスマス前に一旦横浜に帰り、27日からこちらに来ている。26日には東京で石巻市の災害公営住宅の借り上げ制度について打ち合わせし、その候補地を探すのが今回のメインの目的だ。実は石巻市では、市で建設する災害公営住宅3000戸のうちの約半分1400戸を民間からの借り上げで充当する予定だ。1月のその公募があるというので、その条件にあう土地を早急に探す必要がある。しかし土地と言っても、簡単に見つかるわけではないから、運と縁を頼りに様々な人にお願いしつつ、不動産屋さんも回る。一カ所、ちょうど女川街道沿いに357坪の借地が見つかり不動産屋さん経由で地主さんに話をしてもらうことに。ただ、若干狭いかもしれない。28日に一旦南三陸に入り、町役場と交渉。例の耕作放棄地の補助金の件で、農業振興地域に入っていなければならないということで、地主さんに届けを出してもらう必要があるそうだ。小さなことが障害となってなかなか動かない。これが日本の行政の現実なのか。とりあえず用紙を貰ってO.G.A.のアンジェラに届ける。書き方を指示して、年明けに提出するよう念押しをする。29日になると、もう官公庁はどこもお休み。一人でじたばたしても仕方ないので、もう年内は終了にして横浜へ帰ることにした。いつの間にか年末。来年はどんな年になるのだろう？

I went home before Christmas and came back to Ishinomaki on Dec 27th. On 26th, we had a meeting in Tokyo and talked about Ishinomaki’s public disaster apartments. Out of 3000 apartments they are planning to provice, 1400 are planned to be built by the private sector and rented up by the city. In January, they look for the candidate builders and decide for 600 apartments. To apply for it, we have to find the land. That’s why I am here now, but it’s no easy task. I ask around, talk to real estate agencies and wish for a luck. One place I’ve found by the Onagawa Kaido is about a quater acre, but may be too small.
