18日は多賀城に出口先生をお送りしてから南三陸へ。南三陸は石巻とはまた状況が違い、高台移転をする浜が多い。この日はまず、清水浜の有力者の方のお宅に伺い、色々とお話を聞かせていただいた後、町の住民説明会にも参加した。こちらは石巻市の説明会のような混乱はなかったが、まだ移転先が決まっておらず、具体的な話になるまでもう少しかかりそうだ。町の担当者とも後で話をしたが、集団移転事業と個別移転事業が混在したり、危険区域の指定がまだだったり、かなりわかりにくい。私も正直、よくわからなかったので、これについては後日調べてきちんと問題を整理したい。
In the next morning on 18th, I gave Mr.Deguchi a ride to Tagajo and moved to Minamisanriku. Situation there is very different from Ishinomaki. Many communities have to move to the higher ground to avoid possible tsunami attack in the futre. I went to one of the key person’s house in Shizuhama to ask about the situation and then went to the meeting with locals and the city office. Unlike the meeting in Ishinomaki, this meeting was better orgnized, but a lot of things were still left unclear. For instance, the collective relocation project does not have the destination yet. I’ve talked to one of city officials after the meething and he was saying that it’s confusing to have both the collective relocation project and the individual relocation project at the same time. I could not understand well myself, so I have to find out about it later. I should know better.
この日は夕方からO.G.A.for Aidが開いたコミュニティセンターのレセプションがあり、その後はホテル観洋でO.G.A.主催のクリスマスパーティーだった。O.G.A.for Aidは青森のオルティス・グローバル・アカデミーの有志の団体だが、震災以来、ずっと南三陸で支援を続けている。今日はそのクリスマスパーティーで、2〜300人はいただろうか？地元の方や現地ボランティア、東京からも参加して、かなり大掛かりなパーティーだった。ステージにはクワイヤーグループやバンドなども出演し、料理は伝統的な七面鳥とマッシュポテトにグレービーソースといった具合に、とてもアメリカンなパーティーで、それがとても良い雰囲気を醸し出していた。国境を越えた人と人とのつながりというのは何かとても心が温まる。その日はそのままホテル観洋に泊まる予定だったので、ホテルのカラオケでかなり遅くまで大盛り上がり。歌われた曲がほとんど洋楽だったことは言うまでもない。
This was the day when O.G.A.for Aid opened up its community center in Hotel Kanyo and they were having a reception party. I missed the reception, but took a look at the community center. Wow, it was very nicely decorated and looked very comfortable. It wasn’t like Japan. I know how it looked like before, so, WELL DONE!, Peter and Angela. Also, the Christmas party they held at the Hotel Kanyo in the everning was awesome. It was a big Christmas party with bands and quire group on the stage, and traditional turkey, mashed potato and gravy sauce on the table. Maybe 2 ro 3 hundred of locals, volunteers and people from Tokyo were really having fun. It was a great party and very American. It’s very heart warming to have people connected beyond borders, isn’t it? We stayed at the hotel that night, so had a big karaoke after party until very late. Needless to say, hardly anyone sang in Japanese.
翌日、南三陸町の町役場に寄り、先日の耕作放棄地の補助金についていくつか確認をする。その後はまた石巻へ戻り、夜には再び前日のパーティーで会ったファイナンシャルタイムズの記者の女性と、その方の紹介で地元で若くして活躍している菊地さんという方、それからその菊地さんの友人の、とある国会議員の秘書の方と飲む。と言っても、私は車だったので飲めなかったが、とても有意義な時間を過ごした。次回は運転代行を頼もうと思う。
Barly woke up in the morning on the next day, I went to city office to check the stat of the fund application and went back to Ishinomaki. In the evening, Lindsay of the Financial Times, whom I just met at the last night’s party, introduced me her friends Mr.Kikuchi and Mr.Iwabuchi and we had a drink. Well, actually no alcohol for me because I was driving, but had a great time together. Maybe next time, I ask for a replacement driver service.
