この日は11時から渋谷でボイストレーニングを受け、永田町に移動。厚労省、国交省、経産省の職員のレクチャーを受けに原口事務所へ向かった。平成23年度三次補正の内容をチェックしたかったのだ。何か使える予算があれば、被災地で活動するボランティア達を支援できるかもしれない。彼らとて霞を喰って生きているわけではないのだ。この手の情報はあまり広く知れ渡ってはいないため、自分にできることとして、その橋渡しをできたらと思って活動している。大きな目で見て、私には全体が深刻な機能不全に陥っているように見える。上からの情報、下からの情報、双方が上手く行き来しておらず、うまく機能しているとはとても思えない。しかし、今、文句を言っても仕方ない。システムは後で直すとして、今は被災地と東京の溝を埋めるために、情報収集をし、その間を往復している。今回は例えば耕作放棄地の再農地化の補助金が、南三陸のOGA for Aidの活動に使えそうなことがわかった。彼らは荒れ地を開墾してそこで野菜作りを始めている。農水省の予算には、それに補助金を出す予算があるのだ。早速南三陸に行き、何とかこの予算をつけてもらうよう動く。他にも厚労省の予算で、被災者を雇用する基金があるので、これも使えそうだ。衆議院議員の事務所の良いところは、いつでも官僚のレクチャーをオーダーでき、確かな情報が手に入ることだ。これは政治家ができるとても大きな仕事だと思うのだが、、、。
I went to Shibuya at 11AM to take my voice training session and moved to Nagatacho to do a series of hearings from goverment offecials of three different ministries, Ministry of Health, Ministry of Land, Infrastructure and Transport and Ministry of Economy, Trade and Industry. I wanted to check the details of the third revision of the 23 budget ministry by ministry to see if any fund is applicable to activities of volunteers or anyone who is working hard to help people up there. They need to fund themselves somehow and if any of these funds are applicable, that would help. This kind of information is not well spread among people, so I thought I should act as a intermediary. In a big picture, I see a serious problem about how these things are done. Not enough information is flowing from both sides, neither from head to toes nor from toes to head. Things are not just working. Well, there is no point complaining and we can fix the system later. For now, I just get the information and go back and forth to bridge over the deep chasm between Tohoku and Tokyo. I found some budget which could be applicable to the OGA for Aid in Minamisanriku who reclaims a waste land to a vegetable field. The ministry has a fund to give a grant to reclaim abondoned fields. OK, I go to Minamisanriku to get things work. Also, there are some funds to aid hiring people who were affected by the tsunami. The great thing about being in the office of the member of the house is that I can order these hearing and get the first hand information. This is what a politician could do, isn’t it?
何時間かお役所のレクチャーを受けた後、また渋谷に戻り、パイプドビッツの佐谷社長と東大の都市計画の教授の出口先生とお会いした。出口先生は福岡大学で佐谷さんの先生だった方で、その縁でこの度ご紹介いただいた。IT企業の社長が都市計画を大学で勉強していたというのは何とも興味深い。それはさて置き、池尻大橋のいい感じのイタリアンレストランで石巻の復興計画について話をした。勿論、本来は石巻市が考えることで、我々がそんな話をすること自体変に思われるかも知れないが、実際はかなり広いエリアが何の計画もないまま取り残されている。誰を責めているわけでもないが、事実そうなっている。私は何度も市役所に足を運び、本当に何の計画も規制もないのか確認したが、現時点では何もなく、何を建築しても自由とのことだった。だが、このエリアで完全に家を流された方が、何の計画も立っていないところに家を建て直すだろうか？それだけではない。例えばすでにローンを組んでいる方は、新たにどこからお金を？二重ローン？私は難しいだろうと思う。ちょうど震災の6ヶ月後、9/11の警視庁の発表によると、今回の津波の被災戸数はトータル83万戸。全壊が11万戸、半壊が16万戸、一部損壊が56万戸。日本の年間住宅着工は81万戸（被災戸数の方が多い）、そのうち東北地方はわずか5％しかない。つまり年間4万戸しか建てるキャパシティがない地域に、少なくとも20万戸も建て直さなければならない。仮に住宅着工を25％増やしても20年かかる。50％増やしても10年かかる計算だ。これはどう考えてもなるべく多くの賃貸集合住宅を建てるしかないと思うのだが、そもそも私がやろうとすることでもないのは百も承知だ。しかし、政府予算では災害公営住宅の予算は今のところ3万戸分しかない。政府がやらないのなら、誰かがやらなければならない。自分がどんなバカに見えても、私は自分が納得できることをやる。まずは出口先生とお話できて良かった。今後に何かつながるかも知れない。
After hours of lecture by many government officials, I went back to Shibuya to see Mr.Satani, the CEO of Piped Bits Corp and Mr. Deguchi a professor of Tokyo University who specializes urban designing. Mr. Deguchi taught Mr. Satani in Fukuoka University and he introduced me the professor. Isn’t that interesting that the CEO of an IT business studied urban designing in a university? Anyway, we met in a nice italian restaurant in Shibuya and talked about the restoration plan of Ishinomaki. Well, yes, it’s basically what the city does, but the fact is there is a large area which is left behind. There is no plan, no restriction in those areas and they are just left untouched. I am not blaming anyone, but it seems that way. I went to the city office many times to confirm that there is no plan and free to do anything in those areas and they just say “Yes, go ahead”. Well, yeah, but would you expect those people who got their houses completely wiped out to rebuild them again with no plan in the area? Well, it’s not just that. Those who are already in debt to build the old house get the money from where? Double loan? In my opinion, that’s not going to happen. 6 months after the tsunami, the police official announced that 830k houses were damaged by this tsunami. 110k were completely wiped out, 160k were half broken and 560k were partially broken. Our annual national housing start is 810k and Tohoku contributes only 5% of it. We are talking about at least 200k houses to rebuild where only 40k capacity is at present. If they increase the annual housing starts by 25%, it takes 20 years to aborb the new demand. Even if they increase them by 50%, it still takes 10 years. Very realistically, we have no choice but to build as many rental apartment as possible in the area. I know it sounds too big task for me, but somebody has to take a shot if the official doesn’t. They only have 30k worth of budget to build the public apartment all together. No matter how foolish I look, I do what makes sense to me. It was nice talking to professor Deguchi. I could be a start of something.
